
Management changes announced at Health Authority

Four senior appointments were made to the Health Services Authority (HSA)
management team, Chairman Stephen Scott announced this week. The appointments
became effective on 3 May.
Eloise Reid, who has served as Acting Chief Executive Officer of the HSA
since the resignation of former CEO Michael Elliott from the post on 31 March,
was established in the position for the long-term.
Other appointments included Shirlene Henriques and Lizzette Howell as deputy
chief executive officers, and Cathy Gomez, in the new post of Chief Operating
Officer.
In announcing the CEO’s appointment, Mr Scott noted, “Mrs. Reid is eminently
qualified to the lead Health Services in our quest to create a more efficient,
responsive and financially sound healthcare system.”
Mrs Reid will mark her 28th year with the service on 14 June. As CEO, she is
responsible for all aspects of the Health Services Authority’s operations and
financial performance; implementation of board policy; providing direction and
leadership to the senior management team; and ensuring the continued development
of services and facilities.
Her broad experience includes tenure as one of the longest-serving chief
nursing officers, a post she held for 15 years until January 2001, when she was
named deputy director. In September 2001, Mrs. Reid chaired the committee
charged with developing the plan to move Heath Services from a government
department into an authority.
In addition to her role as deputy chief executive officer, Mrs Henriques has
the new portfolio as director of organisational development. As such, she is
responsible for career development programmes for employees, implementation of
effective recruitment and retention strategies, and succession planning.
Mrs Henriques was first appointed to the Health Services in December 1984.
After the Authority was created, she took the newly created post of training
officer. Mrs Henriques holds a master’s degree in management and supervision of
health care facilities from Central Michigan University.
Lizzette Howell is also a deputy chief executive officer, as well as the
director of clinical support services and specialist clinics.
Since commencing her Health Services employment in December 1993, Miss Howell
has steadily moved up the ranks within the service. She is studying towards a
master’s degree in health services management, and holds certifications in
quality management and healthcare risk management.
As chief operating officer, Cathy Gomez will have responsibility for all
patient support services and the day-to-day operations of the hospital. She
started with Health Services in 1974 as a medical technologist after completing
her qualifications in Canada.
She held the post of laboratory supervisor for 12 years, and became a member
of the senior management team in 1994, with responsibility for patient support
services.
“I am confident that this new senior management team has the knowledge,
leadership skills, experience and capabilities to guide the authority into
becoming a centre of excellence in the region,” said Mr Scott.
