2004-2005 Budget Highlights: Part 2 - Portfolio of Legal Affairs

Attorney General, Sam
Bulgin

Wednesday, May 19, 2004

The total budget for 2004/2005 for the Attorney General’s Office is $4,687,043 (up from $3,909,638 last year) of which the largest component is the prosecution service at $1,454,514.

This provides for legal rulings and/or prosecutions in some 1,400 cases and the quality and timeliness of the work of the Legal Department is projected to be between 95 percent and 100 percent, although some local attorneys believe such projections to be wildly optimistic.

The next largest item at $869,107 is to be spent on the cost of ministerial servicing for the Attorney General, which has more than tripled from last year’s figure of $262,519.

New in this year’s budget is $863,042 earmarked for the provision of financial intelligence services, including receipt of an estimated 400 to 500 suspicious activity reports, as well as analysis and dissemination of financial intelligence.

The cost of drafting legislation is budgeted at $654,646 for an estimated 60 new laws and/ or amendments.

The budget for teaching and publications totals $628,908, which includes the cost of the Law School, catering to some 104 students, and legal publications, including the Cayman Islands Law Bulletin.

The provision of legal advice and representation to other government agencies in relation to civil proceedings and other legal actions brought by or against the Government is budgeted at $216,826.

An additional $770,000 is expected to be spent under this heading but charged to other government departments.
