A delegation from the Non-Governmental Organizations (NGOs) Constitutional
Working Group has traveled to New York City to address the United Nations (UN)
Special Committee of 24 (C24) on Decolonization on Wednesday, 16 June.
The delegation includes Pastor Al Ebanks, NGO Constitutional Working Group
Co-Chairperson, Dennie Warren Jr, President of the People for Referendum (PFR),
Alice Mae Coe, Chairperson for the Concerned Citizens Group (CCG) and Wil Pineau,
Chief Executive Officer of the Cayman Islands Chamber of Commerce and Secretary
to the Working Group.
This is the second consecutive year that a delegation from NGOs and Citizens
Groups in the Cayman Islands will address the C24.
The presentation will address the status of the United Kingdom’s (UK)
mandated Constitutional Review in the Cayman Islands and will request an update
from the C24 on the progress of implementing their Action Plan to educate the
Overseas Territories (OTs) on the self-determination options which were approved
by the UN’s Special Political and Decolonization Committee (Fourth Committee)
last year.
The C24 Action Plan includes devising and implementing public education
programmes on options for self-determination in the remaining OTs and putting in
place with the Administering Powers the methods for an act of
self-determination, such as referendum.
The NGO Constitutional Working Group will request that the C24 include the
Cayman Islands on its roster of visiting missions for the upcoming year so that
a public education programme can be launched to inform residents of each of the
four self-determination options as defined by UN Resolutions 1514 (XV) and 2625.
Pastor Al Ebanks stated, “We believe that educating the Cayman Islands about
the self-determination options is crucial to the long term future of these
Islands. The UN and the UK must be prepared to fulfill their international
obligations by providing the necessary assistance to the Cayman Islands and
other OTs as required by various UN Resolutions and Re-affirmations.”
