Time to make a complaint with the Contractors Licensing Board?

Dear Sir,

We would like to respond to a website posting which appeared in Cayman Net News dated 15 June 2004, titled “Time to Rein In Contractors,” by Anon.

The writer of this article has obviously never read the draft legislation to register and license contractors in this country. The draft legislation is purely for consumer protection, and not to protect either the contractors of the Cayman Islands or the members of the Cayman Contractors Association.

The intention of the draft legislation is not to prevent competition but to promote fair competition. If the legislation had been passed into law, then, based on the scenario described in this letter, the Owner could have made a formal complaint against the contractor to the Contractors Licensing Board.

The board would be required to investigate the complaint and, if deemed necessary, suspended the Contractor’s License. 

The Cayman Contractors Association grades and registers its members within our internal guidelines, which are based on the requirements of the legislation.

We recommend the writer make a formal complaint against the Contractor with the Cayman Contractors Association. We will act on the information provided, especially if he is a CCA member. 

With regard to the money being taken out of the writer’s bank account without permission, we are unaware of any mechanism where by this is possible. We suggest the writer get legal advice on this matter.

If the writer wishes to have a copy of the draft legislation, they may contact the Cayman Contractors Association. We appreciate the writer’s anger and frustration in this matter, and eagerly offer our support and assistance in assuring that incidents of this type cease to occur.
