
New roles at National Roads Authority

The beginning of 2005 was also the beginning of a new job for Colford Scott. The former Chief Engineer of the Public Works’ Department has been promoted to Managing Director of the National Roads’ Authority. Mr Scott began his career with the Public Works Department in 1973 as a civil engineer for roads. He later moved to the Department of Vehicle and Equipment Services as its director and in 1995 took up his position as Chief Engineer of the Public Works’ Department. Mr. Scott has a Bachelor of Science degree in Civil Engineering from the University of the West Indies.
Commenting on the move, Minister for Works the Hon Gilbert McLean said: “I am extremely confident in the choice made to position Colford Scott as the Managing Director for the NRA.
“Colford was the first Caymanian qualified as a civil engineer who worked for government at the PWD and that distinction, along with a strong work ethic and his leadership skills, has set a strong example for many younger civil servants to follow.
“In the days when Cayman was in its formative mode, Mr. Scott fought to make salaries on par with international standards for a structured pay scale.
“His career with the civil service spans some 30 years, including his role as a founding member of the credit union and as a past member of the management committee of the civil service association.
“Without a doubt, his many roles in the civil service and PWD have made him a very capable individual for leading the National Roads’ Authority.”
Chairman of the NRA, Lemuel Hurlston added, “Mr. Scott has a long history with road development and construction in the Cayman Islands. His knowledge of the history of roads planning and construction will provide a sounding board against which new techniques and proposals can be considered. We look forward to Mr. Scott refining a new culture of service delivery to the public from the NRA.”
At a farewell lunch for Mr Scott on 21 January it was also announced that Max Jones has been designated Acting Director of the PWD for the next six months.
The NRA board also announced the appointment of Edward Howard as Deputy Managing Director. Recognizing his significant technical expertise and skills, the NRA Board intends his appointment to provide him with additional management experience as a basis for future upward mobility. Mr. Howard began his civil service career in 1989 with the Planning Department. He joined the then Roads’ Division of Public Works in 1998 as a traffic engineer, becoming the head of the Transportation Planning Unit in 2003 and last year was promoted to Deputy Chief Engineer (Roads). He has a Bachelor of Science degree in Civil Engineering from the Howard University in Washington, DC and a Master of Science in Transportation Engineering from the University of Illinois Urbana-Champaign.
Mr. Hurlston commented, “Mr. Howard has proved himself to be a leader within this organization. He has tremendous talent and potential within the National Roads’ Authority and we look forward to seeing him develop in the leadership ranks of the NRA. His training in the latest road planning and construction techniques reflects the thriving pool of new technical expertise within the organization.”
