Personnel Dept. staff graduate from distance learning programme

Masters/Postgraduate Degree recipients in the Public Policy and Management Programme.

On 16 April, His Excellency the Governor, Mr. Bruce Dinwiddy hosted a reception at Government House to honour several Civil Servants pursuing studies in Public Policy and Management.

Over the past three years, more than 40 civil servants have received assistance and encouragement from Government's Personnel Department towards various studies including:

­ The MSc in Public
Policy and Management (PPM).
­ The MSc in Human Resource Management (HRM).
­ The Certificate in
Personnel Practice (CPP).

The participants who were successful in the University of London's (UK) Public Policy and Management degree were:

Recipients of the Certificate in Personnel Practice.

Participants in the Masters in Human Resource Management programme.

They were honoured at the Government House Reception along with other participants of the programme who are continuing with their studies towards completion of their Masters/Postgraduate degree:

With Public Policy and Management courses ranging from Decentralization and Local Governance, Managing Organizational Change to Project Management and Strategic Issues in Public Finance, the distance learning programme which may be completed from 2-5 years presents significant flexibility to undertake a challenging and prestigious degree, said Graham Wood, Deputy Permanent Secretary, Personnel.

Ministry of Planning's Christine Maltman reflected on her experiences with the Masters programme commenting; "It was extremely challenging. Distance learning has allowed me to spend time with my children while pursuing studies toward public policy, which has worked out well for me. This form of multi-Tasking has taught me a lot about myself and my study partners."

Ms. Maltman worked at the Planning Department prior to completing the master's programme. She has since transferred to the Ministry where she is the administrative officer participating in special projects.

Clyte Linwood, Training Service Manager explained that the programme has been restructured and now has an Online Study Centre which enables students to have access to on-line library resources, global networking, direct communications with personal tutors and to submit assignments on-line. Additionally the Training Unit is committed to provide structured group tutorials.

Clyte Linwood and Graham Wood are the local group tutors to the MSc in HRM delivered by the United Kingdom's University of Portsmouth which has just received an accolade from the Chartered Institute of Personnel and Development (CIPD) through the renewal of its status as a Centre of Excellence for the delivery of CIPD professional qualification programmes.

To date 12 students have succeeded in gaining their Postgraduate Diploma in Personnel Management from the University and Graduate Membership of the CIPD. They are now on the final leg to complete their Masters degree in early 2004.

Graham Wood added that recently a presentation by Portsmouth University was given to members of the Cayman Islands Society of Human Resource Professionals (CISHRP) in order to further publicize the professional programme in Human Resource Management. As with the Public Policy and Management Degree, it is intended to commence a second cohort in Human Resource Management studies in January 2004.

The Human Resource Management programme which provides membership of the internationally renowned CIPD will build a core of people with significant personnel skills who will influence local HR practice at both operational and strategic levels said

The third programme, recently completed is the Chartered Institute of Personnel and Development's Certificate in Personnel Practice, provided locally by Portsmouth University and Chichester College of Arts, Science and Technology. The following have graduated as Associate Members of the CIPD in addition to being awarded the Certificate in Personnel Practice by Portsmouth University:

Clyte Linwood expressed great pleasure in that 14 of the 16 results represent merit or distinction grades. This is a magnificent achievement and shows that the students worked with diligence and enthusiasm.
