Timothy Howard

Two and a half years agoTimothy Howard began an apprenticeship at the Planning Department. The program, which had started one year before, was designed togive young people exposure to the construction field. "Timothywas the second person we took on the program," explains Mr.McCleary Frederick, Chief Building Control Officer, "afterthe one year was over, we created the Building Inspector Trainingpost in order to keep him on."

Timothy proved to be a verytalented young man, and Mr. Frederick was impressed with his aptitude."During his time with us, Timothy caught on to the electricalcode, a very complicated document, very easily. We recognizedright off that he had a natural ability to learn complicated coderequirements and building techniques," he explains. Suchwas Timothy's skill that at the age of 22 he is the youngest licensedbuilding inspector on the island.

This past month, Timothyleft Cayman to attend Howard University in Washington, D.C. Hehas received a scholarship from the Planning Department and willbe pursuing a bachelor's degree in civil engineering with a concentrationin construction.

"I have always supportedindividuals who wanted to go overseas," Mr. Frederick said."Being a product of the system myself, as someone who gotto go to school through a scholarship, I was happy that we gotthe funds for him to go," Mr. Frederick said.

The future looks brightfor Timothy Howard. "I just spoke to him recently,"said Georgette McLean, Timothy's fiancée, " and hewas extremely excited. It's different for him because he has neverbeen away from his family before, but he is enjoying every minuteof it." Once he has completed his degree, Mr. Frederick hopesthat Timothy will rejoin his team. "I'm hoping he'll comeback to work for the Planning department; we have a lot of plansfor him."
