Appointments to Development Control Board

Effective 1st February, 2001, planning anddevelopment on Cayman Brac and Little Cayman will be under theguidance of a newly-appointed Development Control Board (DCB).

The eight-member board consists of the followingmembers:

Edgar Ashton Bodden, Member
Ernie Hurlstone, Member
Lawford Tatum, Member
Bruce Eldemire, MBE, JP, Member
Nola Bodden, Member
Andrea Stevens-Grice, Executive Secretary

All are new appointments, except for Mr.Ebanks, who is a returning member.
The chairman has also been appointed to the Central Planning Authority(CPA).

 

Appointments to Planning Appeals Tribunal(Grand Cayman)

As of 1st February 2001, planning appealson Grand Cayman are to be heard by a newly appointed PlanningAppeals Tribunal. The nine-member board comprises the followingmembers:

Betty Ann Duty, Member
Cindy O'Hara, Member
Laurice Fraser, Member
Dale Crighton, Member
William I. 'Buddy' Wood, Member
McFarlane Conolly, Member

Ms. Duty, Ms. O'Hara and Mr. Crighton are returning members tothe tribunal, while all others are new appointments.

Currently, there are six planning appeals at various stages ofthe appeal process. It is expected that the Tribunal will be meetingshortly to become familiar with this process, as well as to beginscheduling the matters that are ready for hearing.

Sister Islands Appointments to PlanningAppeals Tribunal

The only new appointment to this tribunalis Mrs. Juliana O'Connor-Conolly and at the moment, there areno pending or new planning appeals on either Cayman Brac or LittleCayman.

The Planning Department hosted an orientationsession for the newly-appointed Central Planning Authority (CPA)on Wednesday 31st January. The new CPA comprises the followingmembers:

Gordon McLaughlin, Chairman. Attlee Bodden, Ernie Scott, AntonioSmith, Rexford Miller, David Arch, MBE, Barry Martinez, EldonRankin, Ray Hydes, Steve McLaughlin, Dalkeith Bothwell, Troy Whittaker,Trent McCoy, Kenneth Ebanks - Executive Secretary

Three of the current CPA members (Messrs. Bodden, Smith &Miller) served on the previous Authority, while three more (Messrs.McLaughlin, Scott, Arch, & Bothwell) have served in earlieryears. The remaining members are entirely new to the CPA.

Orientation involved a day-long retreat at the Community College.Acting Director of Planning, Mr. Kenneth Ebanks and CPA Chairman,Mr. Gordon McLaughlin opened the meeting and introduced PlanningDepartment staff who attended the meeting.

The meeting continued with a presentation from Senior Crown Counsel(Civil), Mr. Stephen Hall-Jones, who outlined the importance ofthe CPA's decision-making process, noting points of law that mayassist the CPA in its deliberations on all planning applications.

Planning Department staff provided a brief overview of the planningapplication process, but the highlight of the retreat was a simulatedCPA meeting, where the CPA reviewed actual planning applications.

Staff assisted by pointing out general aspects of how CPA meetingsare conducted. They also indicated specific planning matters suchas appearances by applicants and objectors that may arise duringmeetings.

Minister of Planning, Communications & Works, the Hon. KurtTibbetts, Permanent Secretary, Mr. Kearney Gomez and Senior AssistantSecretary, Mr. Timothy Hubbell, joined the meeting in the afternoon.

The minister thanked the members for agreeing to serve on theAuthority, wishing them well when they consider planning matterson the merits of the applications themselves and on the developmentof the Island as a whole.
Chairman McLaughlin closed the meeting by thanking the new CPAmembers, and in particular the department for initiating and organisingsuch a worthwhile exercise.
