Seminar on Parliamentary Practiceand Procedure

The Cayman Islands Branch of the CommonwealthParliamentary Association will host its second Seminar on ParliamentaryPractice and Procedure from the 19-21 February, 2001 in the LegislativeAssembly Building.
The topics to be discussed are:

1. The Powers, Privileges and Immunities of Parliament
2. The use of Parliament's time:

(a) Government Business;
(b) Facilities for interests separate from Government such asPrivate Members' Bills and Motions; Motions for the adjournmentof the House; Questions to Ministers; Petitions and Address;
(c) Discussion of sub judice matters

3. Adequate notice of Business for debate
4. The Role and Powers of a Speaker: Challenges to the Authorityof the Chair
5. The Relevance of our Standing Orders on the form and contentsof Speeches to today's needs
6. Parliament and the Media
7. Budgetary Process - Project Planning
8. Committee in Small Parliaments
9. From Manifesto to Assent: the Conception, Preparation and Enactmentof Primary Legislation
10. The Role of the Commonwealth Parliamentary Association

Hon. Arthur Donahoe, QC Secretary General of the CommonwealthParliamentary Association, accompanied by his wife Carolyn, willalso be in attendance and will address the Seminar on "TheRole of the Commonwealth Parliamentary Association".

"The purpose of the Seminar," said Minister Bush, VicePresident and Chairman "is to better equip Members, particularlynewly-elected Members of the Legislative Assembly, to familiarizethemselves on parliamentary practices and procedures as set outin the Legislative Assembly Standing, and other relevant legislationor Orders under which the Assembly operates".

Interested members of the public are invited to observe the proceedingswhich will commence each day at 9:00 a.m.
