Former AppealsCourt Judge Visits to Discuss Ombudsman's Role

Former judge of the Cayman Islands Courtof Appeal, The Hon. Justice Mr. James Kerr, OJ, QC, is presentlyon the island to meet with various Government and private groupsto discuss the role of an ombudsman.

Mr. Justice Kerr's visit came as a personalinvitation from His Excellency the Governor, Mr. Peter J. Smith,CBE.

'Mr. Kerr, who served the local AppealsCourt from 1984 to 1999, is an experienced former ombudsman inJamaica. He will address the role, functions and workings of anombudsman with Executive Council; legislators; the Public ServiceCommission; the Cayman Islands Civil Service Association; andalso Permanent Secretaries and heads of Government departments.

In addition, he will speak with the Chamberof Commerce Board of Directors and will meet with members of thelegal profession at a dinner at Government House. A press conferenceis also scheduled Friday, 23 March at 10:00 am at the GovernmentHouse, after which Mr. Kerr's call will end.

An ombudsman, also known as a ComplaintsCommissioner, is an appointed official who investigates citizens'complaints concerning public authorities. The appointment of aComplaints Commissioner has been provided for in the Constitutionsince the Cayman Islands (Constitution) (Amendment) Order of 1993.
